This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Recent Graduates to recruit and appoint qualified candidates to positions in the competitive service.

Responsibilities

  • This announcement will be utilized to fill vacancies at the GS-5, GS-7, or GS-9 level as vacancies occur.
  • Performs duties in support of well-defined project management assignments to include , control, coordination and execution of portions of District projects and programs.
  • Provides specific services to less complex projects or works on portions of larger projects such as planning, scheduling, estimating, budgeting, change management and risk assessment.
  • Utilizes Primavera P3e software and established Project Delivery Business Processes (PDBP).
  • Executes assigned programs and their documentation requirements to ensure data/document management.
  • Uses basic knowledge of project and program controls and business processes in the execution of environmental, Interagency and International Services (IIS), construction, planning, real estate, operations, regulatory, and/or civil works projects.
  • Applies basic knowledge of established management concepts, principles, methods and practices.
  • Assists with the early development of individual project objectives, milestones, and budgets.

Travel Required

To be eligible for consideration you must meet the definition of recent graduate as defined below: Recent Graduate: a person who was awarded a degree by an institution of higher education not more than two years before the date of the appointment of the applicant. Exception: For a person who has completed a period of obligated service in a uniformed service of more than four years, the degree may be awarded by an institution of higher education not more than four years before the date of the appointment of the applicant.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

For series in the Administrative & Management Position Standards, to qualify you must meet the requirements listed below:

Realty Specialist:

GS-5: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing; answering routine inquiries; reviewing, maintaining an electronic or physical file database/system; and using a variety of office automation equipment (e.g. computer, copier, printer, fax machine, etc.) and software (e.g. Microsoft Office Suite).

GS-7: One year of specialized experience equivalent to the GS-5 level which includes budget development support, supporting real estate transactions and correspondence, searching and reviewing real estate records and planning documents, participating on project development teams, and using databases and reporting tools to track multiple activities. (e.g. Microsoft Office Suite).

GS-9: One year of specialized experience equivalent to the GS-7 level which includes determining necessary lands easement and rights of way for a project; preparing real estate agreements; performing encroachment identification; performing data research for acquisition of leases; managing day-to-day building operations of leased spaces to include amending lease provisions, making payment for contracts, and maintenance expenses; obligating, scheduling, and paying leases based on contract provisions; and inputting lease data in Recruiting Facilities and/or Leased Government Housing databases.

For series in the Professional & Scientific Qualifications Standards, in addition to meeting the basic education requirement (in education section below), to qualify you must also meet the requirements listed:

Engineering:

GS-5: Basic Ed. Requirement

GS-7: One year of specialized experience equivalent to the GS-5 level which includes experience applying basic methods and technical engineering techniques to develop engineering products for civil works projects, specific to the technical discipline under consideration (Civil, Mechanical, Electrical Engineering) or Architect.

GS-9: One year of specialized experience equivalent to the GS-7 level which includes experience applying advanced methods and technical engineering techniques to develop engineering products for civil works projects, specific to the technical discipline under consideration (Civil, Mechanical, Electrical Engineering or Architecture ).

Geologist:

GS-5: Basic Ed. Requirement

GS-7: One year of specialized experience equivalent to the GS-5 level which includes taking samples; handling various types of instruments and equipment; reporting findings orally and in writing; performing field work which includes technical observance of exploration and classification of geologic materials in accordance with field manual; field mapping; and interpretation of data.

GS-9: One year of specialized experience equivalent to the GS-7 level which includes performing geological studies and preliminary analyses; performing calculations and applying correction factors; plotting of preliminary prediction values for portions of larger studies; identifying fossils, rock samples, and determining extent of formations.

Biologist:

GS-5: Basic Ed. Requirement

GS-7: One year of specialized experience equivalent to the GS-5 level which includes using standardized biological practices, principles, and techniques sufficient to assist in the recommendations of planning and implementing environmental, recreational, and natural resource management activities at a water resources project.

GS-9: One year of specialized experience equivalent to the GS-7 level which includes using standardized biological practices, principles and techniques in the planning and implementing environmental, recreational and natural resource management activities at a water resources project; experience in natural resource management and related laws, policies and regulations as it pertains to biodiversity, threatened and endangered species, wetland protection, cultural resources and agricultural lease program.

Geographer:

GS-5: Basic Ed. Requirement

GS-7: One year of specialized experience equivalent to the GS-5 level which includes compiling geographic facts from a variety of specified sources (i.e. drawing from specified maps, charts, and other source materials) in accordance with established procedures and criteria; ascertaining discrepancies in data and remedying simpler ones; and utilizing a variety of basic geographic tools and sources.

GS-9: One year of specialized experience equivalent to the GS-7 level which includes experience developing geo-referenced digital databases for use as graphic thematic displays; for incorporation into GIS databases for attribution and analyses, and for inclusion into other existing databases; experience working with digital cartographic data for incorporation into GIS databases.

Mathematics/Statistics:

GS-5: Basic Ed. Requirement

GS-7: One year of specialized experience equivalent to the GS-5 level which includes statistical work such as preparing cross tabulations or frequency listings of selected variables; and/or analyzing factual information and recognizing significant factors, relationships, and trends.

GS-9: One year of specialized experience equivalent to the GS-7 level which includes sampling, collecting, computing, and analyzing statistical data, and applying known statistical techniques to data such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Education

Basic Education Requirements for positions that fall within the Professional & Scientific Qualifications Standards:

Engineering; 0810, 0819, 0830, 0850 - Basic Education Requirements

Biology: 0401 - Basic Education Requirements

Geology: 1350 - Basic Education Requirements

Geography: 0150 - Basic Education Requirements

Mathematics/Statistics: 1530 - Basic Education Requirements

You may also qualify based upon substituting educational requirements listed below or in combination with the specialized experience noted above.

For the GS-5 Level the following may be substituted for experience:

Realty Specialist: Four year course of study in any field leading to a bachelor's degree from an accredited college or university.

OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.

Engineering; Geologist, Biologist, Geographer, Mathematics/Statistics: Basic Education Requirement

For the GS-7 Level the following may be substituted for experience:

Realty Specialist: Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies https://www.achsnatl.org/).

OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Engineering; Geologist, Biologist, Geographer, Mathematics/Statistics: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, biology, geography, mathematics, statistics, or other directly related degrees.

OR- Superior Academic Achievement (as defined above)

OR- Combination of Education and Experience (as defined above).

For the GS-9 Level the following may be substituted for experience:

Realty Specialist: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business, business management, marketing, law, or other related business degrees.

OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Engineering; Geologist, Biologist, Geographer, Mathematics/Statistics: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, biology, geography, mathematics, statistics, or other directly related degrees.

OR- Combination of Education and Experience:(as defined above).
